Even without a consumer present, the ARC can tell an assister if a previous application was done online or via a paper application. An online application does not guarantee that there is a user ID for the consumer. This may occur if the consumer applied through another family member's account or if they cannot recall their identification details, leaving the ARC without a previous application to match information against. To verify the existence of a user ID for the consumer, it is necessary to contact the ARC with the consumer present.
Federal Tax Information Access System Tool (FAST)
Expired federal tax information (FTI) authorization will lead to individuals losing their tax credits if they do not update it. If the consumer is eligible for a qualified health plan (QHP), the ARC can add their FTI information into the online FTI tool without the consumer present. Once the information is added, it is up to the consumer to update their FTI authorization using the consumer-facing tool (FTI Form / MNsure).
