Immigration Status and Documentation

The MNsure application will ask questions about U.S. citizenship and lawful presence. Some of the information is optional. Complete as much as you can to make processing your application faster, and to make sure that you get any subsidies that you may qualify for.

Important change: Starting January 1, 2027, only people with the following statuses are eligible for federal subsidies.

U.S. Citizen or U.S. National
Lawful Permanent Residents (green card holders)
Cuban or Haitian entrants
Migrants under the Compacts of Free Association (COFA) from the Federated States of Micronesia (FSM), the Republic of the Marshall Islands (RMI), or the Republic of Palau (Palau)

All other lawfully present people can enroll in a health plan without a federal subsidy.

Tips for the application:

Answer all of the questions, even the optional ones.
If you were born outside of the U.S. you will need to choose a document type.

Document Numbers

Citizens born outside the U.S. should include:

a naturalized or derived citizen document number.

Non-Citizens should include:

a document number, such as a green card number or your Alien number.

Depending on the document you choose, the application will give you prompts for entering your document number. If you can’t enter a document number, we may ask you to upload a copy of your document later.

If you are not eligible for subsidies

If you are lawfully present, you can enroll in a plan without a subsidy even if a family member can get a subsidy.
Update your application if your immigration status changes.

- Cuban/Haitian entrant
- Paroled into the U.S.
- Conditional entrant granted before 1980
- Battered spouse, child, or parent
- Victim of trafficking and his or her spouse, child, sibling, or parent
- Special Immigrant Visa holders from Iraq or Afghanistan
- Granted Withholding of Deportation or Withholding of Removal, under the immigration laws or under the Convention against Torture (CAT)
- Individual with non-immigrant status (including worker visas, student visas, and citizens of Micronesia, the Marshall Islands, and Palau)
- Temporary Protected Status (TPS)
- Deferred Enforced Departure (DED)
- Lawful temporary resident
- Member of a federally recognized Indian tribe
- American Indian born in Canada
- Resident of American Samoa
- Special Immigrant Juvenile Status
- Cancellation of Removal or Suspension of Deportation with approved employment authorization
- Legalization under Immigration Reform and Control Act (IRCA) with approved employment authorization
- Deferred Action Status (Deferred Action for Childhood Arrivals (DACA))
Note:

- Applicants for asylum or for withholding of deportation or removal under the immigration laws or under CAT are eligible for Marketplace coverage only if employment authorization has been granted, OR the person is under 14 and has had an application pending for at least 180 days.

Individuals with approved employment authorization and these:
- Registry applicants
- Order of supervision
- Legalization under the LIFE Act
- Applicant for Temporary Protected Status
- Applicant for Cancellation of Removal or Suspension of Deportation
- Applicant for Legalization under IRCA

  - Office of Refugee Resettlement
  - Document indicating withholding of removal
  - Administrative order staying removal issued by the Department of Homeland Security
  - Form I-360 Prima Facie Determinations

MNsure only collects information about your immigration status to determine your health insurance eligibility. This information is only shared as allowed by law, such as to verify identity.
